Judge Alfred L. Luongo Fund

Founded in 2006, the Supervision to Aid Reentry (STAR) Program of the U.S. District Court for the Eastern District of Pennsylvania provides structure, support, and accountability to help participants successfully navigate the challenges of reentry. The program has been nationally recognized for its success in reducing recidivism and promoting long-term stability. The Judge Alfred L. Luongo Fund directly supports individuals returning to their communities after incarceration by providing assistance through the STAR Program.

Emergency Assistance for Basic Needs

The Philadelphia Bar Foundation’s Luongo Fund helps people cover urgent needs like education, housing, health care, child care, and job-related expenses. These small but timely supports can make a big difference during a period of transition.

Funding decisions are made by a committee that includes representatives from the U.S. Attorney’s Office, the Federal Defender, Probation, Reentry Court, and the Bar Foundation.

Expanding Impact Through Specialized Courts

In addition to the STAR Program, the Luongo Fund supports two other specialized courts in the Eastern District:

  • Mental Health Protocol Program – providing tailored support for individuals managing mental health conditions
  • Relapse Prevention Court – offering structure and accountability for participants recovering from substance addiction
