Judge Alfred L. Luongo Fund

The Judge Alfred L. Luongo Fund supports individuals returning to their communities after incarceration through the Supervision to Aid Reentry (STAR) Program of the U.S. District Court for the Eastern District of Pennsylvania.

Supporting Successful Reentry

Founded in 2006, the STAR Program provides structure, support, and accountability to help participants navigate the challenges of reentry. The program has been nationally recognized for its success in reducing recidivism and promoting long-term stability.

Emergency Assistance for Basic Needs

Administered by the Philadelphia Bar Foundation, the Luongo Fund provides financial assistance for emergency expenses such as education, employment, housing, health care, and child care. These small but meaningful supports can make a critical difference during a vulnerable time of transition.

Funding decisions are made by a collaborative committee that includes representatives from the U.S. Attorney’s Office, the Federal Defender, the Probation Office, the Reentry Court, and the Bar Foundation.

Expanding Impact Through Specialized Courts

In addition to the STAR Program, the Luongo Fund supports two other specialized courts in the Eastern District:

  • Mental Health Protocol Program – providing tailored support for individuals managing mental health conditions

  • Relapse Prevention Court – offering structure and accountability for participants recovering from substance addiction

A Culture of Giving Back

While there is no obligation to repay the fund, participants are encouraged to give back when they are able—helping future individuals in need find their own path forward.
